Foreign fighters involved in the Ukrainian conflict who have far-right connections pose a credible regional and international security concern. They can be found on both sides of the conflict and are driven by similar ideologies. Without proper intervention, these foreign fighters returning home from Ukraine could bolster the already growing far-right movements worldwide. Russia is already using some of these far-right groups. With the EU weakened, a U.S. initiative to combat and deradicalize these far-right groups is needed.

In addition, some veterans and networks created in the Ukrainian war are strengthening far-right extremist groups throughout Europe. Unlike returnees from Syria, the veterans returning home from Ukraine do not undergo deradicalization and resocialization programs in their home states. On the contrary, there are examples of the veterans being used to spread influence and ideologies. For example, Russia is using some of these networks in order to spread their influence in the Balkans. In this specific case, a connection between the veterans of the Bosnian and Ukrainian wars and Bosnian Serb and Russian far-right political parties and social groups underscored a common anti-NATO motivation.
The countries of the Western Balkans have declared their foreign policy priority membership not only in NATO but also in the European Union. Achieving these goals is associated with overcoming many challenges of different nature. Although not directly related to the country's de facto membership of the EU, its infrastructure and the level of its connection with its neighbors raises many of the issues important to society and forms many of its immediate priorities. Difficulties in interconnectedness between countries can have both a political and a geographical basis. In this regard, a serious challenge for the Republic of Northern Macedonia is the level of connection with its eastern and western neighbors. Almost 30 years after the declaration of independence, the infrastructure continues to follow the realities set and realized by Socialist Yugoslavia. This in turn poses many difficulties for the economic development of the whole region. A significant part of the reasons for the lack of progress are also due to purely geographical reasons, but alternative solutions can be sought to overcome the backlog in connectivity.

The unsettled nature of the Balkans has given Moscow a geopolitical opportunity to aggressively exploit and a chance to reassert itself as a significant influence in the region. Russia considers much of the Balkans an area of historical linkages, whether through ethnic connections to Slavic populations or through its perceived role as protector of Orthodox Christians. During the Communist years, the Soviet Union exerted significant regional influence, despite Russia's tensions with Yugoslavia. After the Soviet collapse, Russia's political and economic influence waned but did not disappear.
